Jonathan Commissions N8bn New Katsina Govt House


BirLm_SCUAABG3rPresident Goodluck Jonathan on Thursday inaugurated the N8 billion Katsina Government House with a promise to keep supporting the state government to deliver democracy dividends.
The inauguration ceremony was part of the activities lined up for the two-day official visit of the President to the state.
The President said that the completion of the edifice about a year to the end of Gov. Shehu Shema’s eight years’s administration was a demonstration of selfless service and committed leadership.
Jonathan, who said he was impressed with the quality of work, also commended Shema for leaving indelible blue print behind him.
He specifically hailed the governor’s efforts in the areas of educational and development of infrastrucuture in the state.
Earlier, Shema had said that the concept behind the project was that politics should be about service to humanity and not about self aggradisement or personal interest.
He said the concept was in line with the transformation agenda of the President.
Shema urged the President to continue with the positive programmes at the centre and should not be distracted by the challenges facing the nation.
“Mr. President, you have offered yourself to the service of this country and you are doing the best in human capacity development.
“In human endeavour, there must be some challenges so yours is not peculiar and Nigeria is facing its own challenges like the other nations of the world.
“There is no part of the world today that can claim that it is 100 per cent in peace and harmony”, he said.
Shema said that the N8 billion used in constructing the edifice was sourced neither from federal allocation nor internally generated revenue, but from interest accruing from bank savings of the state.
He said proceeds from the interest was also used in constructing the N400 million government house in Abuja.
Beside the edifice, Shema said his administration had constructed 200 secondary schools, 38 new primary schools while education from primary to secondary schools is free in the state.
He said his administration had also sent 600 students to study specialised courses like medicine, engineering, environmental sciences in universities abroad.
In the area of agriculture, Shema said the state had provided tractors, irrigation equipment, fertilizer and seedling to farmers.
The governor added that the state built 2000 houses which were sold to indigenes at 50 per cent discounted rate with 15 years instalmental payment.
NAN reports that the Government House complex included, Governor’s Office, Governor’s lodge, office complex for the governor’s wife and additional offices for principal staff of the governor.
The edifice also included, a presidential lodge and chalets for presidential aides, 200 capacity banquet hall and an indoor games and fitness centre. (NAN)

Jonathan Sacks Minister Of Sports, Swears-In 11 New Ministers

President Goodluck Jonathan has sacked the Minister of Sports, Mallam Bolaji Abdullahi.
The sack was announced just before the commencement of the mid-weekly meeting of the Executive Council of the Federation, FEC.
Jonathan also assigned portfolios to 11 new ministers shortly after they took their oaths of offices inside the Council Chambers of the Presidential Villa, Abuja.
The president also said new ministers would be announced next week.
The new ministers with their portfolios are as follow;
  • Senator  Musiliu Obanikoro (Lagos) – Minister of State Defence
  • Mohammed Wakil (Borno) – Minister of State Power
  • Alhaji Abduljelili Adesiyan (Osun) – Minister of Police Affairs
  • Ambassador Aminu Wali (Kano) – Minister of Foreign Affairs
  • Mrs. Akon Eyakenyi (Akwa Ibom) – Minister of Land and Housing

This Sunday, President Goodluck Jonathan spoke before the congregation at the Sunday church service in Apostolic Faith Church in Jabi, Abuja.
Among other things, he recalled how he rose from a tiny community in Bayelsa State to become President of Nigeria by the grace of God and thanks to support of the people.
He also noted that lack of love and unity has been the greatest problem facing Nigeria today.
"We will try our best, but this is not the time to reel out what we are doing or what we are not doing, otherwise they will think I am here to campaign," the President said. "But I assure you, this congregation, and, indeed all Nigerians, that by the will of God and your support, I am here today from nowhere.
"Any child of Nigeria can be where I am. I come from the smallest state in this country, even within the state, one of the smallest communities in Bayelsa state. Even within the community, one of the smallest families, but I am here today by the grace of God.
"That is the type of Nigeria we want to create, a Nigeria where you can get what you want if you work hard, it is not because you know somebody who knows somebody that will talk to somebody. A Nigeria that our children, if they work hard, will get whatever they want just like in other free societies like America and so on. We will work with you to help you to get to wherever you want to go.
"I don't have a formal address. Because for those of us in politics, these days are not the best days to make speeches because any statement we make, people look at how to paint it. The next day when you read the newspapers, you start doubting if that is what you said. So any statement we make is always used against us.
"But I am quite pleased to be here with you today to worship with you. I love the children and your programme. I love the choir ministration. Probably, this is the first time I am worshiping with you since I came to Abuja in 2007. Probably, you would have seen me more than ten times if we [didn't] have a chapel in the villa, so we worship there every Sunday.
"But during the Christmas and New Year period, I like to go round and interact with other brethren. The reason is actually to thank all of you for what you have been doing for this country, for your prayers. I always say and I will continue to say it that but for your prayers, probably it would have been worse than this.
"As a nation, we have our challenges, no doubt about that and anytime I look at the history of Nigeria and the challenges we face and when I read parts of the old statement about when the Israelites decided to move out of Egypt to the promised land, we have something quite similar.
"As you are getting closer, you meet more obstacles and thank God for the sermon we heard and of course the songs showed that the greatest problem we have is love and unity. Yes, Nigeria was amalgamated by our colonial masters in 1914. By 1st January next year, Nigeria as a state will be 100 years old.
"But I totally agree with our man of God that it was not by chance, it was ordained by God. If God didn't will it at that point, the north and south would not have come together. The details of the north and south coming together make Nigeria a very great country. I use to say that Nigeria is great not because of oil, we have countries that produce more oil than Nigeria but nobody talks about them.
"We have countries that have multi million dollars in reserve because of their wealth and nobody talks about them but here we are just talking about 40,000 dollars. But the biggest to the smallest country talks about Nigeria. Why? Because of the diversity from the north to the south, the human and natural resources, the potentials and the population that we have.
"So, Nigeria is a country that has a special blessing from God. It is left for us to appreciate God and continue to pray for God’s intervention and this country will continue to be great.”“I promise our children that we are totally committed to make sure that they meet a different Nigeria. We will collectively work hard to overcome these barriers, these feelings of oh that I am Christian, I am a Muslim, I am Hausa, I am Ijaw. Immediately we cross that barrier and we begin to believe that we are all Nigerians and we are committed to the development of this country, our children will surely meet a better Nigeria."
Earlier in the service, the President took the Bible Reading from the Book of Lamentations, Chapter 3, Verses 22 to 26.
Delivering the sermon titled 'Living worthy of great mercies, great faithfulness of God,' Rev. Bayo Adeniran said that Nigeria will be very great if it returns from its evil ways, repent and follow God like the people of Nineveh in the Bible in Jonah 3: 5 to 8.
A number of top government officials attended the service with the President.

"Blame Your Past Leaders, Not Jonathan"- Maku Tells Northeners

Information minister, Labaran Maku, has lashed out at former presidents from the North and leaders in the part of the country.
In the opinion of the minister, who spoke on Tuesday in Kaduna, President Goodluck Jonathan has developed the North more than past leaders of the region since independence.
According to Maku, the North should blame its past leaders and not the Jonathan for the underdevelopment of the region.
Being also the supervisory minister of defence, Maku claimed that northerners should be grateful for the efforts Jonathan makes to provide infrastructure for the region.
He said, “There has been a denial, a deliberate denial that President Goodluck Jonathan is not developing the North and there has been an agenda of deceit, which is carried out mainly by people and some politicians in some part of the North, who want to deny the imprint of this administration.
The official stated that the role of the acting government was tremendous in the development of the North. He said he was ready to debate with anyone on this and to back it up with facts.
He concluded his speech, noting that the evidence is very clear that since 2007, the Yar’adua/Jonathan Presidency has impacted so much on the development of the North.

Political Breaking News ....EXCLUSIVE: Jonathan, Alison-Madueke, Okonjo-Iweala Guilty Of Diverting N8 Trillion Oil Funds

President Goodluck Jonathan and two of his top ministers may be attempting a cover-up on what clearly competes as Nigeria’s biggest fraud ever, involving the illegal diversion, or theft, of over N8 trillion crude oil sales proceeds.
In a memo to the president on September 25, 2013, Central Bank governor, Sanusi Lamido Sanusi detailed how government-owned oil firm, the Nigeria National Petroleum Corporation, NNPC, had systematically diverted the huge sum, being sales proceeds between January 2012 and July 2013.

According to CBN governor, for all crude oil sales within the period, the NNPC paid only 24 percent proceeds into the federation account, and diverted or stole the remaining 76 percent-totalling N8 trillion.

As the CBN calculated, the NNPC sold at least 594 million barrels of oil within the period, and should have paid N10.3 trillion (USD65.3 billion) into the federation account. But the corporation paid only N2.5 trillion (USD15.5 billion), Mr. Sanusi said, citing documentation from pre-shipment inspectors.

The whereabouts of the huge balance is unknown.

Just to explain it in simpler figures: for each barrel of oil sold, say at an average of USD100, the NNPC illegally cornered $74 into an unknown account and gave Nigeria only $26.

Mr. Sanusi said he was “constrained” to hint the president after observing the huge shortfalls for years. What is more, he accused the NNPC of breaching 2 federal laws and urged thorough investigation of the case.

Two months on, the president has refused to act on the damning memo delivered to him personally by the CBN governor. In fact, after receiving the letter, the president, presidency sources say, questioned Mr. Sanusi on why such letter should be prepared in the first place and sent to him.

The journalists of Premium Times also claim that finance minister and former World Bank chief, Ngozi Okonjo-Iweala, were also aware of the CBN’s information and has done nothing about it.

President challenged on corruption
Details of the president’s failure to act on such a massive scale of misappropriation came amid an increasing criticism of Mr. Jonathan’s response to corruption, as several senior officials of his government, accused of stealing or wasting public funds, have been spared of indictment and prosecution. 
One of the critics is Aminu Tambuwal, who accused Jonathan of consistently displaying a “body language” that encourages corruption.
Between 2011 and 2013, the House of Representatives has investigated the NNPC multiple times, and has in many cases found officials of the corporation wanting. But no one has been sanctioned by government.

In 2012, top management of the NNPC and the petroleum minister, Mrs. Madueke, who directly supervises the NNPC, were recommended for prosecution by the House in a shocking fuel subsidy probe. They accused officials have remained at their posts.

The CBN’s allegation is the most scathing yet for a corporation notorious for secrecy and corruption.

The diverted or stolen amount-N8 trillion between January 2012 and July 2013- is the nearly the equivalent of the total federal budgets for two years.

More losses and the ECA
Even so, when compared with prevailing data from different government agencies, the figure admitted by the CBN is still lesser than what Nigeria should earn from oil sales.

While the bank said its computation, based on pre-shipment details, showed that Nigeria sold N10.3 trillion worth of oil in 19 months, Premium Times' analysis shows the government should rather realize N10.6 trillion in the first 10 months of 2013-Janaury to October-alone.

PREMIUM TIMES’s estimates is based on the government’s data of daily production average of 2.11 million barrels of crude, sold at an average price of $105.84 per barrel.

If multiplied and converted to naira, the government should have realized N10. 6 trillion in 10 months alone.

But in that period, total oil receipts data provided by the Office of the Accountant General of the Federation, claimed between January and October, the government made N5.8 trillion.

The journalists claim to have revealed that the government has not only lied or misled Nigerians about its total receipts from oil sales, but is also deceitful about its earnings in the contentious Excess Crude Account.

The ECA holds the difference between the real market price for oil and the government’s projection in the national budget yearly.

For 2013, the government approved rate is $79 per barrel (called benchmark for oil price), meaning any raise in price at the international marker, will go into the ECA.

For most of the year, oil sold as much as $112 and $114 per barrel. At a conservative rate of $105 per barrel, the government should have realized $26 as difference per barrel for the Excess Crude Account.

Calculated at 2.11 million barrels per day, that should amount to $17.3 billion (about N2.695trillion) earned as excess crude revenue from crude oil exports as of October 2013.

But the government claims it generated only N986.6 billion in the Excess Crude Account.

No explanation
None of the government officials, when contacted, could explain the huge gaps for the 2013 figures. 
A spokesperson for the Central Bank of Nigeria, responding to Premium Times findings (not Mr. Sanusi’s letter), said as the government’s banker, it could not provide the requested information, as it was unlawful for a banker to divulge details about its customer to a third party.

Controversy over Excess Crude Account
Premium Times own evaluation of government oil earnings, which started before the appearance of Sanusi's letter, was prompted by the lingering controversy over the ECA between the finance minister, Mrs. Okonjo-Iweala and the Rivers state governor, Chibuike Amaechi.

Mr. Amaechi had accused the government of depleting the account, usually shared between the federal, states and local governments.

The governor said $5 billion had gone missing from the account under Mrs. Okonjo-Iweala’s watch.

Defending the administration, Mrs. Okonjo-Iweala accused the governor of “playing politics” on the matter, and said the outstanding $5 billion had been shared to states as monthly allocation and local governments, with Rivers State being one of the major beneficiaries.

The frustration of CBN governor
But in his letter, Mr. Sanusi said he had long been frustrated by the NNPC’s secrecy with oil sales, and that he raised concerns twice to the president as far back as 2010 about his observation that a huge chunk of sales proceeds were not remitted to government treasury.

He said the shortfall in revenue as a result of oil theft and vandalism in the Niger Delta was insignificant compared to the scale of money unaccounted for by the NNPC.

“Your excellency, you will recall that as far back as late 2010, I had verbally expressed deep concern about what appeared to be huge shortfalls in remittances to the federation account in spite of the strong recovery in oil prices,” the CBN governor wrote, indicating the losses extending years back far surpasses the N8 trillion of between 2012 and 2013.

There is no evidence the president acted on those concerns.

According to him, by 2012, the situation had gone worse that the government made more money from tax paid by oil companies than from actual sales of crude.
The CBN governor urged a thorough audit of all domiciliary accounts held by the NNPC outside of the CBN, and a probe of companies involved in oil lifting and oil swap.
The Special Adviser to the President on Public Communications, Reuben Abati, was not available for comments.

What happened yesterday was really impressive. The president telling his people that he's not feeling well and undergoing medical attention. A sharp contrast with what obtained in the past. Now we know he's feeling better and has left the hospital. Let's continue this way, keeping the Nigerian people informed.
